I am looking for recent statistics that support a case for implementing an ESD control program fro electronic maintenance (removing and replacing subassemblies, power supplies, disc drives, cards, etc).

I think your best source of stat is your customers and your ESD sensitivity data. Various eqpt vary greatly in ESD sensitivity, so using other people's stats might either make you spend too much unnecessarily or come up with an inadequate ESD program.

Anyway, if you have data saying that your assemblies are robust against ESD, and you're not seeing ESD failures, then you probably don't need something more than what you already have.

On the other hand, if you're seeing failures from your actual work, then that's enough to justify an upgrade of your ESD control. You can easily justify the additional cost in terms of higher customer satisfaction and productivity.
