What is the ideal or the preferred limit for a typical loop resistance in a ESD-Controlled Workbench?

The 10-Mohm and 35 Mohm is the most common setting used in wrist straps monitors, if this is basically what you are referring about.

It basically add the resistance that includes your cord resistance (2Mohms) and the human body which varies by person wearing the wrist strap. In most common environment, the total resistance is about 3M-6M ohms.

The 35-Mohm is the ESDA high limit for the total resistance that includes a human body. The 1-Mohm is the low limit for the total resistance that includes a human body, per UL, due to safety concern. At a 250Vmax, a human body can accept a shock of up to 250uA.
