Guys!
Can you please help me with the following :
1. How will I know if the ionizer (fan) is functioning properly in terms
of neutralizing the ESD damage ?
2. What testing tool I will use?
3. How will I know it pass or fail? what unit of measurement?

Thanks.

you can use a CPM to measure the balance voltage and decay time.
balance voltage should less than +/-5v. charge decay time should less than 3s (for 1000v to 100v)

How about this...

Grab yourself a transparent tape. Cut it about 10-inches. Use your left hand to hold this tape. Use your right hand to test the static by approaching the non-adhesive side of the tape. Then, pass this tape to your ionizer about 12 inches away and hold it for about 3-5 seconds. There should be no more attraction if your right hand try to approach it. If there is, you have a problem with your ionizer.

Only do this for a quick test or if there is no available test equipment.
