Hi,
The fact that your trolleys are building up electrostatic charge to a high potential means that they have no way of dissipating the charges away.
For charge dissipation to occur, the trolley itself (or the surface containing your ESD-sensitive products at least) and its casters or wheels must be static-dissipative or conductive up to their points of contact with the conductive flooring. Furthermore, your flooring must be conductive and connected to the common ground of your system. This way, any charge generated on your trolley will flow to the common ground through the conductive path just described.
I suggest that you check the following:
1) the conductivity of your flooring and its electrical connection to your factory's common ground;
2) the conductivity of the casters/wheels of your trolleys;
3) the conductivity between the casters and the trolley itself (or the surface of the trolley holding your ESDS products).
Any insulative link between these critical points will break your ESD dissipation path and lead to charge build-up in the trolleys.
Thanks and keep on posting!
