We use carts for transferring units from one area to another. The carts have a chain for grounding while the cart is moving. However sometimes our carts go to areas with no conductive floor. Is this OK?

Nah forget about it. Even here in notheast US we found out that it is not much of a big issue with these carts. If its not much a big issue here where ESD is rampant, then it is not an issue sa atin.
Unless you boss insist that you measure the probability of the feasibility of the conductivity of all the shit ESD there is.
If this happens, shove the chains up your brainless boss' nose.
I hate to be in test right now. The boss gets higher pay and lower intelligence. Di ba, test eng99? heheheheh...
