Jarjar,
I don't think there can be a standard soak time for hot and cold testing because there are many different devices, handlers, and data sheet specs. The times needed to reach the spec'ed test temps will therefore vary. The only standard requirement for soak is for the device to reach the right temperature before you test it.

Some companies define a standard soak time requirement in order to avoid confusion brought about by different soak time specs. If you want to do this in your company, you have to get the longest soak time requirement across your entire device/platform spectrum, to make sure that you are not undersoaking any device.
The trade-off is 'productivity', since devices that need shorter soaktimes will have to suffer this 'longer' standard soak. Thus, internal standardization of soak times works best in companies whose soak times do not vary widely.

You have to consider productivity and cost. The longer the soak time the higher the production cost.
Also, some consider the package type. flipchip with exposed die substrate requires less soak time. military/ceramic products require more soak time....etc.
