Question:
What are the chances that a good process assembly engineer be a good test engineer?

Hi Rock-Rockan,
Anybody can be a good test engineer, as long as he's: 1) interested in becoming a good test engineer; 2) has a good working knowledge in electronics; and 3) has programming aptitude. You need #2 because you need to understand how a device is tested, and you need #3 because programming the tester is how you'll put everything in practice.
If you're an ECE grad who used to be an assembly engineer, then you should have distinct advantages over fresh ECE grads. These are: 1) you know the inside-out of a device package; 2) you know the stresses that the device goes through as it is being assembled; and 3) you already have a thought process for dispositioning lots.
Of course, you still need training on Test. Your supervisor should arrange an off-shore test training for you similar to what new grads usually get. Without this, you may be at a disadvantage compared to a new grad who got this 'full' Test training.
Thanks and good luck!
